I am having trouble locating an article or articles on local or national health care policy and or regulation problems.

There are three databases that would have "national health care policy" and regulation full-text articles:
The searches I did below were just using the first topic and not including regulation; but you can add it when you do your searches by using and regulation.
CCH Intelliconnect: ( If you open this database you will see on the left hand side "All Content". Find the Health Care Compliance tab. When you open the database you can go and view a demo that will show you how to find information in the database). If you go to the search box on the top of the page and enter your search "national health care policy" you should find articles.
Ebscohost (Academic Search Premier): In ebscohost, I put a check mark next to Academic Search Premier and then clicked continue. In the search box in the database I then combined the search terms "national and health care and policy" over the three boxes and then went to the search limiters box and check marked full-text and scholarly articles and then clicked search.
LexisNexis Academic: In this database to find Medical resource, find a blue box on the left hand side and click on "Subject Areas" and then "Health & Medical care". A searchbox will open then and allow you to enter your search terms. National health care AND policy you will find some articles.
