I would suggest that you expand your search options in Ebscohost beyond Social Science Index Full-text and the Government database and include PsychArticles and Academic Search Premier databases in your searches. There might be more resources than you have now. (You should be able to search across the ones you were searching and those two all in one go.)
I also suggest that you also consider using the LexisNexis Academic Database, since a portion of this database provides legal information and you would be able to find articles about the laws and also general articles on your topics for searching. You might also do some searching with your topics in CQ Researcher. Although CQ is not a full-text database, it will provide good reference information and issues information on all of your topics.
