Answer

Hello Kim

If you login to the myottawa.ottawa.edu portal with your OUID and password and then go to the Myers Library Online page, go to Library Services and Resources and click on the link for Periodicals A to Z, then enter your journal name, Journal of genetic psychology in the search box. Make sure the search box is set to "titles exact match" and also check the "journals only" button below the search box. You should find the following. This can be done with any journal you are trying to find. If you do not find a listing like this one once you do the search then you know that the library does not have full-text for that specific periodical. Luckily it does have that for this one you are wanting.

Journal of Genetic Psychology

If you click on any of the journals listed the link will take you to the journal in the databases. Once in the journal you will have a list of dates. Go to the year 2000 and then click on it and go to the vol. 161, issue 1 and you should find your article. It is available in full-text in three different databases.
