It says I don't have permission to view EbscoHost database link and I am logged in. Do I need a certain permission access to view this?

If you are logged in you should be able to get to the databases without being prompted with anything denying you permission.
I would suggest that if you are in the OU Portal, do not go to the Ebsco Discovery Service (EDS)link, but instead go to the link for the Online Library Databases link on the right hand side of the page. EDS tends to request another login if you try to get to Ebscohost directly from it. If you click on the Online Library Database link, then you will be able to go directly to the databases and you will find ebsco without needing anymore passwords.
